This is the conclusion from page 25 of the Traffic Impact Analysis report prepared by Traffic Planning and Design, Inc. for Lowe's of New Smyrna Beach
This study was conducted to estimate the traffic impact for a proposed 169,112 sq. ft. Lowes Home Improvement Store in the city of New Smyrna Beach Florida. Results of the study documented herein are summarized below:
The site is projected to generate 3,780 new daily trips, of which 152 trips will occur during the A.M. peak hour and 310 trips will occur during the P.M. peak hour. During the Saturday mid-day peak hour, the sites trip generation will be considerably higher with 732 trips.
All roadway segments included in the study area currently operate at satisfactory levels of service with additional capacity available in all study time periods.
All study intersections currently operate at satisfactory levels of service in all study time periods. The northbound approach to the intersection of Canal St. and Myrtle Ave. currently operates at LOS F. It is not uncommon for the minor approach of an unsignalized intersection to operate
unsatisfactorily due to delays caused by the STOP sign. The major movements currently operate at an acceptable level of service. The northbound approach will continue to operate with delays until a signal becomes warranted and installed.
All roadway segments will continue to operate at satisfactory levels of service. The northbound approach to the intersection of Canal St. and Myrtle Ave. will continue to fail in the P.M. and Saturday peak hour conditions. In addition, the intersection of SR 44 and Mission Rd. will
operate at LOS F during the Saturday mid-day peak hour. Due to the projected background traffic volumes on the eastbound through and right turn movements, the construction an exclusive eastbound right turn lane would ease excessive vehicle delay. At the SR44/Myrtle Ave. intersection, a
separate right turn lane should be provided in the eastbound direction and a dual left turn lane in the westbound direction. Additional improvements that should be considered include modifying timings at the signalized intersections of Canal St. and US1, and SR44 and Myrtle Ave.
All site access points will operate satisfactorily for all time periods.
Where additional turn lanes have been indicated to be needed, recommendations on turn lane length have been made using posted speed limits, projected traffic volumes, and FDOT design standards.
